105 Yunlin County Water Pollution Sources Inspection, Water Pollution Control Fee Collection and Project Monitoring

The aim of this project is to continuously promote the operation efficiency of the wastewater treatment facilities and the effluent water quality in Yunlin County. The investigation and evaluation of the effluent water quality were carried out by means of scientific instrument inspection. For major water pollution sources, our team had implemented function evaluation work to curb unscrupulous companies, which illegally discharged the effluent to cut cost. We strengthened the implementation of illegal discharging pipes and abnormal drainages inspection, enhanced the contingency handling capacity of water pollution emergency cases. We also expanded the river patrolling teams to promote the operation of the county, in combination with civilian volunteer groups to protect the river in order to reduce the sources of river water pollution of water bodies. The implementation of the river water quality improvement program enhanced the overall quality of the water bodies, and have given the people a clean and natural river ecology. During the project period, a total of 266 inspections had completed, and 107 water quality sampling operations had carried out in the heavy pollution areas. A total of 15 cases failed to meet the discharge water standard. We seized 10 illegal discharging pipes or channels, and also had made public notices and sealed their operations. It is expected to effectively reduce BOD contamination by approximately 502 kilograms per day. We had accomplished three wastewater treatment plans functional evaluation and process efficiency promotion. In the monitoring of the water pollution control fee collection, among the 141 companies which were checked, about 98% of the companies had a detail record of electricity and water operation information. Most companies had paid the fee by using the method of self-declaration. We also had completed assisting three companies to pay the fee, which did not pay water bills on time in September. We assisted the EPA in handling 28 incidents related to emergency response at water pollution. We held three advocacy briefings for water pollution control act and regulations, invited 329 institutions with a total of 245 attendants, resulting an attendance rate of 74%. There was a total of 15 teams of river patrolling teams, with the involvement of private enterprises, about 647 people have engaged in this year's related activities. All these result in the removal of river surface waste and trash about 4,000 kilograms or more.
